Mowing of the levee
The levee has been seeded with Millett which is a good ground cover that established a root base which will stop erosion during the winter months before the  Bermuda (main grass) is planted next spring and begins to establish itself next spring and summer.


LID 7 board tasked NTRCA to work with LID 7 engineer Jon VanderWilt to come up with an arrangement where LID7 would contact directly with HLS (or other Landscaping company  of their choice) to mow the levee under the criteria proposed by NTRCA.  Currently, NTRCA mows the levee twice a month except at the Sports Complex where we mow weekly. 


In the meantime, NTRCA will continue to mow the levee as we have in the past.  However we are experiencing some difficulty mowing some of the levee areas because of continued construction. 


Trespassing

The LID and NTRCA agree that we should continue with the policy set forth several months ago with respect to addressing this issue.  Iron fences will be installed at both “entrances” to the southwest levee (Greystone, Watermill, Lakewind) which are designed to block motor vehicles from passage.  Gates large enough to permit utility crews through will be installed on top of the levee and will be kept locked when utility crews are not working on the levee.  No trespassing signs will be posted at both entrances and possibly along the levee.  The constable will patrol this area with some frequency.


When construction has been completed an assessment will be made as to whether or not there continues to be a pedestrian/motor vehicle problem and what corrective action, if any, should be taken.


Meeting with the residents
It was decided that having a meeting with the residents before the Trespassing issue has been fully addressed would not be productive.  NTRCA will coordinate with the LID and the residents to set up such a meeting at that time.


The NT Blvd. Flood Gate
The LID17 engineer advised LID7 that they are still addressing the issue with the city and the manufacturer.  They will need to shut down traffic, two lanes at a time to work on the gates.  The gate manufacturer has suggested some adjustments that LID 17 will be trying in order to reduce the noise level.    The City of Sugar Land will not allow the traffic shutdown without their approval and notification of emergency services, school districts, etc.  LID 17 has submitted a traffic control plan to the city for approval.


There was also a discussion about going back to one of the original options which was to raise NT Blvd to the height necessary to be the levee.  This had been discounted before because of the cost and because it presented what might have been a larger problem with headlights from cars shinning into the neighborhood and higher noise levels.  LID17 feels confident that they will be able to come up with a solution but it most likely will not be until after the first of the year.  Dwayne emphasized the need to keep the residents informed of status, i.e. if a solution is not expected before Feb or March, we should advise the people.
