
- Roof Replacement Policy - 10/07/08
The NTRCA board of directors has announced the following policy with respect to roof shingle replacement as a result of storm damage. Residents with damaged shingles should replace them either by matching as closely as possible the shingles that are currently on the house. If you are replacing the whole roof you should consult the 2007 Homeowner Handbook, page 23 for details.
- Damaged or Down Fences
Question: If there is no cedar fence material available can I use just pine? Answer: No. All wood fences must be Number 1 cedar 1” x 4” or 1” x 6” pickets mounted on two rail (2" x 4" frame) and 4" x 4" 8' posts anchored in concrete. It is recommended that rails and posts be treated pine. Painting, staining or varnishing of fences is prohibited.
Question: How do I know what section of the fence I’m responsible for?Answer: Any fence that acts as a boundary between two homes is the responsibility of both homeowners and must be replaced in the same manner as it was prior to the Hurricane (i.e. if you had alternating smooth panel fences, your new fence has to be alternating smooth panels). | NTRCA has a professional Compliance staff dedicated to answering any questions you may have regarding deed restriction compliance issues, their purposes and enforcement. We encourage you to review Sections I and II of the 2007 Homeowner Handbook which gives details on most of the issues which we all should be concerned about. The goal of deed restriction enforcement is to remind homeowners of our responsibility to keep our homes and yards neat and attractive in order to keep our property values high and make living in New Territory a pleasant experience.
When you sell your home you are required to have a full home outside inspection and give the buyer a "Certificate of Compliance". This document tells the buyer that there are no deed restriction violations noted by the Association at the time of the sale transaction. Also included in Section III of the 2007 Homeowner Handbook are guidelines to be followed if you are making changes to the exterior of your home or significant changes to your yards. BEFORE you make any changes to the exterior of your property, consult the manual for instructions and procedures.

Stakes and wire supports for street and yard trees – if your trees have been planted for more than 3 years, it is now time to remove the metal or wooden support posts and any guy wires from these trees. Many of these trees throughout the community are no longer supported because the wires or ties have broken or the posts are leaning. Please remove these support devices and put them out with the trash. Note that the Association does not have the means to discard these posts for you.

Vegetation - vines, trees, bushes and other vegetation growing over or through common area fencing (gray wooden fence) or over brick walls must be cut back by the individual homeowners. When we get ready to paint sections of our wooden fences, this overgrowth gets in the way and we would rather you do the trimming on your plants and trees than our maintenance people.

Dumping anything over a common area fence or wall from your back yard will result in you being charged a clean up fee. Piles and piles of lawn clippings, dog drippings and even empty swimming pool chemical bottles are found along the back of many homes backing up to a common area with our common fences. This dumping is not permitted as it increases the NTRCA’s cost to mow those open areas because someone has to go ahead of the tractor and clean up the dumped items first.

Portable basketball goals placed in the street or at the end of your driveway, even in cul-de-sacs, is not permitted and is potentially dangerous to the kids playing basketball in the street. We have sent several letters to homeowners with basketball goals in the street to please move them and keep them in the driveway. This is a very unsafe condition and cannot be permitted. Plus, it causes inconveniences to neighbors trying come into or out of the street.

Guidelines regarding trash -- Once again, a reminder that trash, including bagged yard clippings, are not to be placed at the curb until the evening before your scheduled trash pickup day. Too many homes are placing the yard trash bags out on Saturdays where they stay over the weekend and distract from the nice curb appeal that New Territory is known for. Landscaping Changes -- If you are thinking about doing some landscaping when the hot temperatures cool down, please remember that any new designs must first be approved by the Modifications Committee. Bordering around landscaped beds and yard trees are acceptable, per our published guidelines. | |
